I just arrived in Manila.  Actually, I was expecting the arrival process to be a lot worse.  Surprisingly, it was very well organized and didn’t take a lot of time as long as you have all your paperwork ready. The good thing about going now is that there are very few passengers on the plane.  Now is probably the best time to go if you are allowed entry.  Dual citizens are allowed.  Here’s a photo of how empty the flight is from Taipei to Manila.  Same story with the flight from Los Angeles to Taipei.  I had the entire row of seats to myself on both flights.
